RAB 30 - Explanation to the Rule for Occupational Health and Safety on Construction Sites

rab 30 The rules for occupational safety on construction sites (RAB) represent the state of the art concerning safety and health on construction sites. They are developed by the committee for safety and health on construction sites (ASGB) and adopted by this committee.
 
The rule for “occupational safety and health on construction sites – RAB 30” was published in the Bundesarbeitsblatt 8/2001 and describes the tasks and the qualifications necessary for a coordinator.
 
RAB 30, annex A contains the following qualifications a suitable coordinator has to have:

  • Professional knowledge (acquired through training to become a civil engineer or architect and professional experience)

  • 2 years of professional experience in the executive and/or planning phase

  •  Coordinator knowledge (acquired in a four-day seminar (32 course units ) according to RAB 30 , annex C of the Federal Ministry of Labor and Social Affairs from 08 /2001)BauAkademie offers the seminar “RAB 30 annex C for HS coordinators (HSC) according to BaustellV – special coordinator knowledge”

  •  Occupational (acquired in a four-day seminar (32 course units) according to RAB 30, annex B of the Federal Ministry of Labor and Social Affairs from 08 / 20,012,001).
    BauAkademy offers the seminar "RAB 30 annex B for HS coordinators (HSC) according to BaustellV occupational safety and health knowledge" to safety

  Changes in RAB 30 since its release 08/2001 in Bundesarbeitsblatt:

  •  The skills related to construction remain in RAB 30 without a change.  

  • The professional experience was reduced from 5 to 2 years in RAB 30.  

  • Also, until now a safety and health coordinator (HSC) should have the necessary skills for the performance of the activity, that is to develop the HS plan and lead the records. From now on, “special coordinator knowledge” (paragraph 4.3 of RAB 30) are expected, which have to be acquired by successfully participating in a further training (equivalent to the seminar BauAkademie “RAB 30, annex C for HS coordinators (HSC) according to BaustellV – special coordinator knowledge”) with 32 course units at minimum. The contents are described in RAB 30, annex C.  

  • As a new prerequisite, “occupational safety and health knowledge” (paragraph 4.2 of RAB 30) (equivalent to the seminar BauAkademie “RAB 30, annex B for HS coordinators (HSC) according to BaustellV – occupational safety and healthknowledge”) is required. This knowledge includes 32 further course units, which include the contents described in RAB 30, annex B. These units have to be participated in successfully. The training of a “professional in occupational safety and health” does not make this further training necessary.

 

   Note for builders:

  • Due to a current occasion, BauAkademie developed the one-day seminar “The builder owner and the HS coordinators according to BaustellV” with the following contents for builders:
     
    The builder owner gains:
     -  sound knowledge concerning the legal basis on “rules for workplace safety on construction sites – RAB 30
    -  suitable tools to identify the appropriate coordinator (HSC) for his construction and contractually bind him in the best way    
     
    Additionally, the seminar deals with the topic of the “lucrative use” of the HSC and gives the builder the idea of how a HSC can contribute to lower the costs.
